Here Are The FBI’s 10 Most Wanted Fugitives For 2025

The Federal Bureau of Investigation (FBI) maintains a list of its ten most wanted fugitives.  The list began in March 1950 as a journalist asked the FBI for the names and discriptions of its toughest guy at large. The story generated so much publicity that then-FBI Director J. Edgar Hoover implemented the idea as the “Ten Most Wanted Fugitives.

Since the start of the program, 537 fugitives appeared on the list, with 498 captured.

Just nine appear on the list below as the FBI reports that a woman on the list, Cindy Rodriguez Singh, was recently captured in India.

Fausto Isidro Meza-Flores

43-year-old Hispanic man born in Mexico.
5’6″, 160 pounds
The FBI believes Meza-Flores is living in Mexico.

Charges: Conspiracy to Manufacture and Distribute Five Hundred Grams or More of Methamphetamine, Distribute Five Kilograms or More of Cocaine, Distribute One Kilogram or More of Heroin, and Distribute One Thousand Kilograms or More of Marijuana for Importation into the United States; Use and Possession of a Firearm

Fausto Isidro Meza-Flores is the alleged leader of the Meza-Flores Transnational Criminal Organization (TCO), a heavily armed, major drug-trafficking organization based in Sinaloa, Mexico. The Meza-Flores TCO is allegedly responsible for the possession, distribution, and importation of large quantities of heroin, methamphetamine, cocaine, fentanyl, and marijuana into the United States, and has predominately controlled drug production, transportation, and distribution in several locations throughout Mexico.

Reward: up to $5 million for information leading directly to the arrest and/or conviction of Fausto Isidro Meza-Flores

Giovanni Vicente Mosquera Serrano

37-year-old Hispanic man from Venezuela
Black hair, brown eyes

Charges; International Cocaine Distribution Conspiracy; International Cocaine Distribution; Providing Material Support to a Foreign Terrorist Organization Conspiracy; Providing and Attempting to Provide Material Support to a Foreign Terrorist Organization

Giovanni Vicente Mosquera Serrano is an alleged senior leader of the Tren de Aragua transnational gang, a designated foreign terrorist organization which originated in Venezuela and now operates throughout Latin America and the United States. Tren de Aragua is allegedly responsible for sending gang members to the United States who engage in drug trafficking, human trafficking, weapons trafficking, and violent crime.

Reward: up to $3 million for information leading to the arrest and/or conviction of Giovanni Vicente Mosquera Serrano

Wilver Villegas-Palomino

43-year-old Hispanic man from Columbia
from 5’7″ to 5’9″ and 190 pounds, often has a beard and wears prescription glasses.

Charges: Narco-Terrorism; International Cocaine Distribution Conspiracy; International Cocaine Distribution

Wilver Villegas-Palomino is a ranking member of the National Liberation Army (ELN) and is wanted for drug-trafficking activities for the ELN Northeastern War Front in the Catatumbo region of Colombia and in Venezuela.

Reward: up to $5 million for information leading directly to the arrest and/or conviction of Fausto Isidro Meza-Flores

Omar Alexander Cardenas

40-year-0ld Hispanic man from the U.S.
5’6″ to 5’7″, 240 to 300 pounds
Dark brown hair, brown eyes

Charges: Unlawful Flight to Avoid Prosecution – Murder

Omar Alexander Cardenas is wanted for his alleged involvement in the murder of a man that occurred on August 15, 2019, in a large outdoor shopping center in Sylmar, California, immediately next to Los Angeles. It is alleged that he fired several rounds from a semi-automatic handgun at the victim, striking him in the head and causing his death. A local arrest warrant was issued for Cardenas on April 3, 2020, in the Superior Court of Los Angeles County after he was charged locally with murder.

Reward: up to $250,000 for information leading to the arrest of Omar Alexander Cardenas.

Alejandro Rosales Castillo

26-year-old Hispanic man from the U.S.
5’6″, 180 to 190 pounds
Black hair, brown eyes, he may wear his hair short and shaved on the sides.

Charges: Unlawful Flight to Avoid Prosecution – Murder

Wanted for his alleged involvement in the murder of a co-worker in Charlotte, North Carolina, in 2016. The female victim’s vehicle was located at a bus station in Phoenix, Arizona, on August 15, 2016. On August 17, 2016, the victim’s body was located in a wooded area in Cabarrus County, North Carolina, with a gunshot wound to the head.

Alejandro Rosales Castillo‘s last known residence was in Charlotte, North Carolina. He has ties to Phoenix, Arizona. Castillo was seen crossing into Mexico and may reside in San Francisco de los Romo, Aguascalientes, or Pabellón de Arteaga, Aguascalientes. He also may have traveled to the Mexican states of Guanajuato or Veracruz.

Reward: up to $250,000 for information leading directly to the arrest of Alejandro Rosales Castillo.

Bhadreshkumar Chetanbhai Patel

35-year-old man from India

5’9″, 168 pounds.
Brown hair and brown eyes
Last known to be in the Newark, New Jersey, area.

Charges: Unlawful Flight to Avoid Prosecution – First Degree Murder, Second Degree Murder, First Degree Assault, Second Degree Assault, Dangerous Weapon with Intent to Injure

Bhadreshkumar Chetanbhai Patel is wanted for allegedly killing his wife by striking her multiple times with an object while they were both working at a donut shop in Hanover, Maryland, on April 12, 2015. A local arrest warrant was issued in the District Court of Maryland for Anne Arundel County on April 13, 2015, and Patel was charged with first degree murder, second degree murder, first degree assault, second degree assault, and dangerous weapon with intent to injure. A federal arrest warrant was issued in the United States District Court, District of Maryland, Baltimore, Maryland, on April 20, 2015, after Patel was charged with unlawful flight to avoid prosecution.

Reward: up to $250,000 for information leading to the arrest of Bhadreshkumar Chetanbhai Patel.

Ryan James Wedding

44-year-old white male from Canada.
6’3″, 240 pounds
Brown hair, blue eyes
Wedding is a Canadian citizen, who may be residing in Mexico.

Charges: Conspiracy to Distribute and Possess with Intent to Distribute Controlled Substances; Conspiracy to Export Cocaine; Continuing Criminal Enterprise; Murder in Connection with a Continuing Criminal Enterprise and Drug Crime; Attempt to Commit Murder in Connection with a Continuing Criminal Enterprise and Drug Crime

Ryan James Wedding is wanted for allegedly running and participating in a transnational drug trafficking operation that routinely shipped hundreds of kilograms of cocaine from Colombia, through Mexico and Southern California, to Canada, and other locations in the United States. Additionally, it is alleged that Wedding was involved in orchestrating multiple

Reward: up to $10 million for information leading to the arrest and/or conviction of Ryan James Wedding.

Ruja Ignatova

45-year-old woman
Dark brown hair, brown eyes.

The United States Department of State’s Transnational Organized Crime Rewards Program is offering a reward of up to $5 million for information leading to the arrest and/or conviction of Ruja Ignatova. Ignatova is believed to travel with armed guards and/or associates. Ignatova may have had plastic surgery or otherwise altered her appearance.

Charges: Conspiracy to Commit Wire Fraud; Wire Fraud; Conspiracy to Commit Money Laundering; Conspiracy to Commit Securities Fraud; Securities Fraud

Ruja Ignatova is wanted for her alleged participation in a large-scale fraud scheme. Beginning in approximately 2014, Ignatova and others are alleged to have defrauded billions of dollars from investors all over the world.

Reward: up to $5,000,000 for information leading to the arrest and/or conviction of Archaga Carias

Yulan Adonay Archaga Carias

43-year-old Hispanic male from Honduras
5’5″, 160 pounds
Black hair and brown eyes

Charges: Racketeering Conspiracy (RICO); Cocaine Importation Conspiracy; Possession of Machine Guns; Conspiracy to Possess Machine Guns

Yulan Adonay Archaga Carias.  the alleged leader of MS-13 for all of Honduras,  allegedly controlled MS-13 criminal activity in Honduras and provided support and resources to the MS-13 enterprise in Central America and the United States with firearms, narcotics, and cash. Archaga Carias is also allegedly responsible for supporting multi-ton loads of cocaine through Honduras to the United States and for ordering and participating in murders of rival gang members and others associated with MS-13

Reward: up to $5,000,000 for information leading to the arrest and/or conviction of Yulan Adonay Archaga Carias.
