New Charges of Rape & Sexual Assault Against Marlborough Man

Phillip Raymond, a 63-year-old Marlborough man, was arrested earlier today on multiple sexual assault of a minor and related charges.

Massachusetts State Police [MSP] Cyber Crimes unit and Marlborough Police executed a search warrant on Raymond’s home in March of 2019. That investigation led to three charges of rape of a child with force, assault and battery on a child and possession of child pornography.

During that search police seized a number of electronic devices and computers. Investigators found encrypted data on several devices.

Collaborating with the United States Secret Service, MSP Cyber Crimes Unit worked over several months to gain access to these materials. In December additional evidence was obtained from these devices including images of multiple female children ranging from age 4-12.

Raymond was arraigned today on additional charges that include ten counts of posing a child in a state of nudity, aggravated rape of a child with force, aggravated indecent assault and batter on a person under 15 and posing a child in a sexual act.

Raymond was held on $100,000 cash bail and ordered to wear a GPS monitoring bracelet while under house arrest. He was also ordered to have no contact with any witnesses, no unsupervised contact with children under 16, not to use any device that can access the internet and to surrender his passport.
